About 6 years ago, the Tax Practitioners Board (TPB) introduced the requirement of supervised training which is a scheme akin to the Articled Clerk in the legal profession in the UK, in that aspiring accountants intending to acquire registration with the TPB will have to be trained under the wings of a Registered Tax Agent.
One of our Management Team Members has been a Registered Tax Agent for over 40 years, and he has been providing TPB supervised training to no less than 10 qualified Chartered Accountants and CPAs in Australia in the past 5 years. With his experience, he devised a training program for a limited number of Trainees for the purpose of meeting the requirement of supervised training for TPB registration.
Perhaps it is opportune for us to state that our training program is not suitable for all aspiring applicants because our ideal Trainees should:
- have his own practice or prepare to develop his own practice;
- be prepared to work hard in cooperating with us to satisfy our stringent compliance requirements; and
- be prepared to pay us for affordable fees.
However, once accepted into our program, Trainees will be able to:
- utilise our specially designed stationary to hold themselves out as working in conjunction with a Registered Tax Agent to lodge BAS and Income Tax Returns for clients; and
- start marketing and building up their own accounting and taxation practice from the word go.

A Possible Nightmare

As of Apr 2024, intending applicants wanting to apply for BAS Agent is required to demonstrate that they have been receiving supervised training for no less than 1,000 hours and applicant wanting to apply for Tax Agent is required to demonstrate that they have been receiving training for a minimum of 1,450 hours. Here, we are talking about supervised training hours and not the number of hours the Trainees spent in the preparation of the returns. For example, a Trainee might have spent 3 hours in preparing an income tax return, but the TPB may only grant 50 minutes as supervised training for that task.
Consequently, there is a time gap between the date the Trainee commenced training to the date that he acquires the necessary number of supervised training hours. We are talking anything between 6 months to 2 or 3 years.
It will no doubt be a nightmare to the Trainee if, after having received training from the Mentor for 2 years, only to find that the Mentor fails to provide convincing evidence relating to the training and therefore renders the letter of support to the TPB ineffective, resulting in the failure of the registration application.
To avoid unnecessary failure, our training program takes great pains in following a series of stringent compliance measures. While it provides the peace of mind to the stakeholders, it does involve additional work on our part, hence the need for fees from the Trainees.
Our Compliance Measures

A careful study of our Organisation Chart will show that the provision of supervised training for accountants for TPB Registration is under the overall control of our Training Manager, a Registered Tax Agent with over 40 years’ experience, including the provision of supervised training to accountants for the last 5 years. He is being assisted by a team consisting of:
- Inspector 1
- Inspector 2
- Compliance Officer
- A few Team Members.
Conscious of the nightmare scenario described above, we have introduced some stringent compliance measures, to record full documentary trails as evidence of training provided to the Trainees for every BAS and Income Tax Return prepared by them, reviewed by our Team Members, and authorised, signed, & lodged by our Training Manager.
Basically, each BAS and Income Tax Return prepared by a Trainee will be fully documented and filed in a document binder containing copies of:
- all messages exchanged between the Trainee, our Team Members and suggestions & guidance given by the Training Manager;
- all supporting details & payment receipts for deductions claimed;
- a Compliance Form confirming that the return has been checked & signed by:
- Inspector 1 for all relevant documents including letter of appointment, photo ID, payment receipts for deduction claims, signed declarations, etc.
- Inspector 2 for mathematical accuracy and integrity claims.
- The Training Manager who personally lodged the return.
- The Compliance Officer who was responsible for the compilation of the document binder containing the lodged return.
Given the fact that the period of training may span over 1 to 2 years and as the Compliance Officer will create a document binder for each BAS and Income Tax Return lodged, it is possible that, by the time when the Training Manager issues his Letter of Support to the Trainees, we might have already accumulated 100 to 200 of these document binders which are historical records with the exact date, hour, minute & seconds when the activities were transacted. We believe these records will provide strong testimony to the training hours supervised.
Building Your Own Practice from the Word Go

We mentioned earlier that it is not our duty to provide clients to our Trainees. Instead, the Trainees will have to be responsible for their marketing activities. The advantage of this arrangement is that our Trainees can start building their own practice from the day they commence training with us. Since we will not be in contact with the taxpayers, all taxpayers accumulated by the Trainees during the training period will eventually become their own clients, once when the Trainees become registered.
As the Trainees do not have a license from TPB, all tax invoices to their clients will be issued by eEasyTax Pty Ltd. We have installed a system under which the appropriate amount due to the Trainees will automatically be transferred from the eEasyTax account to the nominated bank account of the Trainees, within 24 hours of receipt. Trainees will of course be given summaries of receipts & payments for reconciliation purposes.
